The EU requires decisive action in order to establish a coherent framework for an integrated growth economy. Progress has been made. However, the fundamental problem is as much political as economic. A comprehensive, not piecemeal, approach for sustainable growth and employment can only be secured through:
- an Economic Union, including a financial, banking and fiscal union;
- a Social Union, with fundamental rights;
- a Political Union, with new levels of democratic responsibility and accountability.
