Healthy and safe working conditions socio-economic issues
The Republic of Bulgaria joined the European Union on the 1st of January 2007. Therefore, general readiness and all that our country has achieved in the area of the economy, human resources development, social policy, institutional capacity building, first and almost in the area of legislation and control on abiding the law, shall define to what extent accession would result useful or spelling many other difficulties. Regarding the area of safe and healthy conditions at work, undoubtedly, the EU membership of Bulgaria will raise serious challenges for the Bulgarian business in particular. Many of the Bulgarian enterprises are still marked by the characteristics of the not too distant past and also due to the fact that change related to the working conditions has been to a great extent slower than it was expected. <br> Therefore, the Economic and Social Council considers that higher and changing requirements for achieving safety and health at work should provide new possibilities, but institutions, employers organisations and representatives of wage labour should face new challenges in parallel.
OPINION 01/2007 on the Bill on Social Security measures
The Spanish ESC views favourably the text of the Bill which will legalise a significant proportion of the commitments taken on in the Agreement over Social Security Measures signed by the Government and the social partners (CEOE, CEPYME, CCOO and UGT) on 13 July, 2006.The Council considers the extension of widows? pensions to unmarried couples and the prolongation of the working life to be a step forwards.Similarly, it welcomes the improvement in regulating the benefit for temporary incapacity due to professional contingencies in the case of termination of an employment contract.In the case of retirement, the ESC considers that the Bill is a step forward in meeting the objective of reinforcing proportionality between contributions and benefits.The ESC believes that the Government text effectively promotes the lengthening of the working life, due both to the increase in the percentage of the improvement in the pension amount which the law will introduce in some cases, and also to extending the range of individuals who will qualify by removing the requirement of 35 years of social security contributions.
