OPINION 6/2009 on the Draft Bill to establish a specific system of protection for self-employed workers who cease their activity
The ESC believes that the Social Security (National Insurance) system not Friendly Societies should have the last word in the protection of self-employed workers.In its opinion the Bill should envisage mechanisms that enable a review of the decisions of Friendly Societies by the managing body of the Social Security system, as the ESC considers that the services provided are of a public nature through the Social Security system.The report also draws attention to the need to ensure the financial sustainability of the specific system of protection for the suspension of professional activity.RightThe ESC also considers that the situation of foreign self-employed workers should be taken into account when they legally terminate their activity. This is related to the granting of residence and work permits for self-employed persons, because the present regulation could give rise to these people finding themselves in situations of unforeseen irregularity.
Advisory report 2009/07 : Participation of young people with developmental or behavioural disorders
The SER has unanimously adopted an advisory report on the participation of young people with developmental or behavioural disorders. In the report entitled The benefits of a bespoke approach, the SER stresses that to be able to participate in society, these young people require help that is tailored to their needs. The entire body of rules and facilities for these young people is too complex, so what is needed is a single coordinating professional who can guide a young person on his or her trek through the institutions. In the longer term, the Government must review ways of structurally improving the cohesion of the entire regime of rules and facilities.

OPINION 5/2009, on the Food Safety and Nutrition Draft Bill
The ESC proposes the creation of a single Food Safety Observatory that would involve all the Ministries affected, and is in favour of the coordination and involvement of the different administrations in food issues.The term food safety covers a wide range of activities in the production, distribution and consumption of food, so territorial, sectoral and international administrative coordination is required. The report states that means and systems should be put in place to ensure a two-way flow of information, technical standardisation in certain areas, and joint action by national and regional health authorities.
