REPORT 03/2005 drawn up on the Council?s initiative, on Foreign Cooperation and Activities
The Report says that international cooperation should be more geared towards promoting governance, institutional reform and the role of the social partners in developing countries. As to the Council?s activities abroad, support for its foreign cooperation work should continue, centred on institutions for dialogue between the economic and social partners.On the basis of its own experience as an advisory and participatory body, the Council has for years been engaging in international cooperation with a view to supporting institutionalised dialogue processes in other countries and geographic areas, and especially those with which Spain has particular links.The Council?s foreign cooperation policy is driven by two basic aims: promoting rapprochement and dialogue between the economic and social partners, especially in matters relating to the development strategies of each country, and cooperating in the formation of institutions through which the partners may engage in that dialogue.As to the priority geographic areas for the Council?s foreign cooperation, there are many strong reasons for continuing along the lines of its previous cooperation with the countries, or regional integration forums, of Latin America and the Mediterranean. The Council?s cooperation efforts should continue to be concentrated on these regions, especially as regards the more stable and scheduled form of cooperation requiring the allocation of specific human and budgetary resources.

The Council generally welcomes this bill, considering that its provisions are likely to ensure that foundations are managed properly and efficiently. It notes that on occasion there is an excess of regulatory zeal that may give rise to bureaucratic difficulties. It also considers that it is inappropriate for the Foundations Protectorate to be empowered to pass judgment on the fitness of legal transactions made by foundations.
REPORT on the socieconomic and employment situation in Spain in 2004
The Council?s report on the socioeconomic and employment situation in Spain is the only document in which employees, trade unions and civil-society groups make a joint assessment of Spain?s socioeconomic situation.The report warns that the current pattern of economic growth is hardly sustainable.It expresses concern about productivity and welcomes the importance attached to it in the initial stages of social dialogue.It notes the positive development of the labour market, though there is much room for improvement. It calls for an in-depth study of this market following the reworking of the National Workforce Survey.The report also highlights Spain?s growing temporary employment rate, especially in the public sector, along with its shortfalls in social protection and the information society.
